High concentrations of nonionic surfactants or polyols can reduce preservative efficacy by micellar entrapment or partitioning, effectively lowering free phenoxyethanol activity in the aqueous phase. It is commonly paired with ethylhexylglycerin or caprylyl glycol as a booster to achieve broad-spectrum efficacy at lower use levels. Generally stable and compatible across a wide range of cosmetic formulations.
Formulation notes
EU Cosmetics Regulation limits phenoxyethanol to 1.0% in all cosmetic products; as of 2022, the EU SCCS advises caution in products for children under 3 and leave-on products applied to the nappy area. Mildly irritating at higher concentrations; use at the lowest effective level.
