The FDA OTC monograph recognizes ethyl alcohol (ethanol) at 60–95% and isopropyl alcohol at 70–91.3% as GRASE active ingredients for hand sanitizer. Benzalkonium chloride is currently not approved under the final monograph. Most low-MOQ co-packers work with USP-grade ethanol.
