In the US, lip color is regulated as a cosmetic by the FDA — all ingredients must appear on the INCI label in descending order, and any colorants must be FDA-approved for lip use (21 CFR Part 74/82). In the EU, the product must comply with EC No 1223/2009, which restricts several film-forming polymers and requires a Cosmetic Product Safety Report before market entry. Your cosmetic chemist should flag restricted ingredients at the formulation stage.
