In the US, refillable cosmetics fall under MoCRA and must carry full INCI labelling on both the refill unit and the outer vessel. In the EU, both components require CPNP notification and a Product Information File (PIF). Your cosmetic chemist should also substantiate any eco-claims to comply with the EU Green Claims Directive.
