There is no single mandatory license for cosmetic formulators in the US, but strong candidates hold a degree in chemistry, biochemistry, or cosmetic science and have hands-on experience with Ecocert, Cosmos, Leaping Bunny, or USDA Organic certification requirements if those are goals for your brand.
